The Department of Information and Communications Technology (DICT) is taking steps to combat the growing threat of cyber scams and attacks in the Philippines. DICT Secretary Ivan Uy announced that the department is upgrading its systems and equipment to better address these issues. Uy explained that scammers have shifted their tactics from relying on telecom networks to using “man-in-the-middle” attacks through fake cell sites.

These scammers load their equipment into vehicles and park near establishments, tricking cell phones into thinking they are legitimate telco sites and capturing phone numbers. The scammers then send out text blasts to the captured numbers, misleading recipients with false information. In response, the DICT is actively deploying assets to locate and intercept these cyber scammers.

Combating modern cyber scam strategies

Uy also noted an increase in disinformation on social media, particularly with the approaching 2025 elections. The DICT is addressing this by raising awareness among various sectors about cybersecurity preparedness and advising them on how to strengthen their infrastructure and information systems.

In addition to these efforts, the DICT is calling for amendments to the Anti-Cybercrime Law to adopt a more comprehensive approach to addressing digital and online crimes in the country. Uy emphasized the need for legislation to keep pace with the evolving landscape of cyber threats. The proposed amendments aim to cover a broader range of online criminal activities, increase penalties for offenders, and enhance law enforcement capabilities in tracking and prosecuting cybercriminals.

Congress is expected to deliberate on these suggested changes in the coming sessions, with the DICT playing a key role in guiding the legislative process. As the Philippines continues to face the challenges posed by cyber scams and attacks, the DICT remains committed to protecting individuals and institutions from these threats through a combination of technological upgrades, increased awareness, and legislative action.
