Elinor V. Dyhrkopp, a member of the U.S. Postal Service's board of governors, was elected chairman of the board at the governors' monthly meeting in Washington this week.
A chairman is elected each year, usually at the January meeting. The board directs the exercise of powers of the postal service, controls expenditures, reviews practices, conducts long-range planning and sets policies on all postal matters.
Dyhrkopp, a former mayor of Shawneetown, IL, served as vice chairman of the last year. He also served as a member of the audit committee and as a member of the capital projects committee. He was named a governor by President Clinton in 1993 for a term that expires December 2001.
Dyhrkopp is president of Tecumseh International Corp., a coal marketing firm.
